Washington Biathlon Association
Board of Directors Meeting
September 20, 2021
The meeting, held by Zoom, was called to order at 6:33 pm. In attendance were President Bob Vallor, Vice President Cory Hoeger, Treasurer Bryn Black, Athletes Representative Kathleen Colvard, Secretary Sibylle Wilbert, and Board Members Sabine Arnold, Matt Gallagher, and Brian Palm. Board Member Dave Shaw was unable to attend.
All attending had seen the minutes from the last Board meeting in August. Bryn moved to accept the minutes. Kathleen seconded and all agreed.
No new requests for membership renewals were received since the last meeting.
The USBA has been raising fees and their insurance rates might have increased. Bob and Bryn will look for the most cost-effective options for upcoming WBA events.
The Treasurer reported a balance of $616.48 in PayPal and $4,800.83 in Savings.
This year’s Biathlon Summit will be held at the Securité Gun Club in Woodinville. The club has a large classroom with a big-screen TV and a series of indoor 25-yard lanes for live fire training. The space is available for rent on December 4 or 5 for $200 per hour. Bryn moved to reserve 5 to 7 shooting lanes and the classroom for 6 hours on December 4 for a total fee of $1,200. Sibylle seconded and all agreed. Lunch will be brought in and the charge for participants will likely be around $50 or less per person. The Securité Safety Officer will give an introduction. In addition, Bob will offer a safety clinic for newcomers. Other rotating activities include a waxing clinic, dry and live fire exercises, rifle cleaning, etc. The WBA will mandate masks and will require proof of vaccination or a negative COVID test within 72 hours before the event. WBA members may need to buy some ammunition for the Summit. Bob will do an inventory and Bryn will add pricing for buying ammunition to the registration form. Bryn will inform the membership of the date and location of the Summit.
The WBA is making tentative plans for an upcoming winter season at SPNC. The Vail Company has not yet finalized COVID protocols and there will be a controlled return to events. Jon Popovich will be back to work as Director of SPNC on September 23 and will keep the WBA in the loop. The WBA is hoping to host two novice clinics and a full season of winter competitions, unless instructed otherwise.
Matt reported that COVID affected planning for setting up a possible biathlon venue at Snoqualmie as well. Matt and Bob will resume talks with Guy Robertson, the general manager, about the logistics of establishing a site there as soon as operations start back up.
Scott Waichler has agreed to teaching a skate clinic for intermediate and advanced WBA skiers in Plain at the beginning of the season.
On October 16, the WBA will host a summer/fall cross country running and mountain biking competition at the Liberty Bell High School in Winthrop. The event will be organized by Scott Waichler.
The WBA is still looking for a site in Plain to host a “Try Biathlon” event. Rob Whitten is assisting with possibly setting up a range on Forest Service Land.
The WBA owns an abundance of donated gear, including about 25 pairs of used skis with bindings (17 pairs donated by Dave Shaw) and poles in good condition, numerous boxes of new Salomon ski bindings (all pre-ProLink), and some used bindings. The items will be available for purchase to WBA members first, then offered to the public at the LWSC ski swap at the Alpine Lakes Elementary School in Leavenworth on October 3. Items that are not sold at the gear swap will be put up for sale on Craigs List.
Positions for President, Treasurer, Athletes Representative, Board Member 1 and Board Member 3 will be up for election at the end of the year. The nomination period is open and will last until 6:30 pm on September 30, 2021. Thus far only incumbents have been nominated. Ballots will be mailed out following the end of the nomination period and elections will be held at the Annual Membership Meeting (by Zoom) on October 28 at 6:30 pm. Bob will ask Ian Gunter whether he can serve as Elections Administrator again. Sabine suggested giving the on-line Annual Meeting a theme, such as the upcoming Winter Olympics, to make it more fun and interactive. All agreed. Bryn will inform the membership of the upcoming Annual Meeting.
There was neither old nor new business before the Board.
The next meeting will be the Annual Membership Meeting, held by Zoom on October 28 at 6:30 PM.
The President adjourned the meeting at 7:25 PM.
