January 26th, 2016 - Board Meeting

A Winter Board Meeting competition presented by WBA at Private

The meeting was called to order at 6:42 pm. In attendance were President Bob Vallor, Vice President Jack Whisler, Treasurer Bryn Black, Board Member Cory Hoeger, and Secretary Sibylle Wilbert. Board Members Mike Kamansky, Brian Palm, and Dave Shaw, Athletesí Representative Sabine Arnold, and website administrator Greg Daly were unable to attend.
All attending had seen the minutes from the Annual Membership Meeting in October. Bob moved to accept the minutes with an amendment to clarify that club rifles are available for use by all competitors during WBA-sponsored races. Jack seconded and all agreed.
Life-time membership applications were received from Aaron Scott and Mark Hill. Bryn moved to accept the applications. Jack seconded and all agreed. New membership applications were received from Laura Adam, Martha Bellisle, Mark Blondin, John and Kathleen Colvard, Bennett Droessler, Carl Gunnerson, Elizabeth Krawzyk and Sean OíNeill, Jon Olson, and Jim Stefanoff. Cory moved to accept the applications. Bob seconded and all agreed.
The Treasurer reported that the WBA had available cash of $4,682.86 and $260.00 in the Athletes Development Fund. The insurance for 2016 has been paid, but has gone up considerably (to about $1,530 annually) to cover the club rifles. Bob will look into getting the rifles insured elsewhere next year, possibly with the NRA.
One of the members on the Board of Directors had to take a leave of absence due to personal reasons. The Board discussed options for bridging the leave.
The zippers on the bags for the spotting scopes have been repaired. Bob found tripods on E-Bay to replace the existing ones, which are too small to hold the weight of the scopes. The replacements will be available at the next race.
The ski and biathlon clinics were well-attended with the number of applicants for the biathlon clinic exceeding the number of spots available. Participants appeared to have had a good time and some were interested in registering for upcoming races. Consistent with the continued growth in WBA membership, the first two races in January at SPNC also had a large attendance. Two racers accidentally took their race bibs home. Bryn will ask them to return the bibs by mail.
WBA member Grete Porteous was contacted by Rob Whitman from Plain whether it would be possible to provide an introduction to biathlon to his two kids. Grete approached Bob with Robís request. Bob proposed to take a target to a suitable site in Plain or to SPNC and spend a day teaching. Bryn and Jack volunteered to help.
The target at SPAA needs pneumatic tires to move it across unpaved areas. Bryn will try finding some.
The WBA needs a printer to produce race forms and paper targets. Bryn moved to purchase a printer that can also handle write-in-the-rain paper. Sibylle seconded and all agreed.
The summer schedule for 2016 was tentatively discussed. Bob is working with Travis Fox on organizing cross-country running and possibly biking races at the East Wenatchee Shooting Range. Their next Board Meeting is on February 29th and Bob is planning to attend. Travis contacted Douglas County whether a permit would be needed for a race at this range, which apparently is not the case. Bob will also discuss possible race dates with the SPAA Board of Directors.
New business:
The WBA is experiencing growth with a noticeable increase in competitors and longer race times. It would save time on race days if a complete list of participants was available the evening before. To facilitate creating the race lists ahead of time, Bryn moved to require preregistration by 5 PM on Fridays preceding a race weekend. Cancellations with a full refund would also be accepted by 5 PM on that Friday. Registration fees from late cancellations would go to the Athletes Development Fund. Jack seconded and all were in favor. Bryn will post an announcement of this change in policy. In the long term, it might also be possible to modify the range so it can hold 15 to 20 targets instead of 10.
SPNC plays a large assisting role when the WBA hosts races at Stevens Pass. Lately, the SPNC snow mobile that hauls gear and equipment to the range has been breaking down a few times. The WBA discussed what can be done to support SPNC. Possible options include providing our own certified driver to free up SPNC personnel, buying parts for the SPNC snow mobile, renting a snow mobile, or buying a lighter-weight toboggan. Bob will ask Mike what would work best.
Dave Anana suggested creating Thank You signs recognizing WBA sponsors that can be displayed at competitions. At the moment the WBA only has a few sponsors and intends to refresh previous relationships. Jack will ask Dave to make 25 signs acknowledging current WBA sponsors that can be displayed by competitors at National and International Championships.
Cleaning WBA rifles used in competitions is still mostly handled by Bob. The reason for not having used rifles cleaned by multiple designated members is the difficulty of getting the cleaned rifles back into one safe location. Bob will ask Josh about available National Guard training space in Seattle. In addition to serving as a site for dry-firing practice and ski waxing demos, such a location could also be considered for rifle cleaning.
The next meeting was scheduled for February 23, 2016, at 6:30 PM at Brynís.
